They use it in the same sentence as subscription management, so I'd say it's talking more about preventing 3rd party chinese farmers from creating a lot of accounts using stolen credit cards. (eg fraud prevention of subscription fees) Not in any way a hint of it offering player to player sales.

The only way you can get rid of player to player transactions is to remove the ability for players to interact with each other. Even then that is only a subset of the transactions since you have the leveling services and who knows what else going on. It seems odd that companies would make such an effort to get the item malls going and avoid the player to player stuff entirely.
My only guess is that the profit margin on player to player currently is pretty low. LG has been making around $10,000 a month give or take from the EQ2 servers so unless you can run the whole thing with 2 employees it's probably not worth it. I would imagine that the not so legit sites will be the farmers market as soon as LG folds up. It looks to me like an experiment that for whatever reason never took off.
